Photoshop and illustrator. I used roughly 10 hours on this ones, loads of small details. Of course, I did reuse elements from previous works, but that's how it goes. I bet Warhammer 40k fans could imagine this on the chest armor of an Techmarine or an Magos Technicus or something.
